Absolutely there is a "measured" plan with AT%26T that will allow you to receive calls with a flat fee charge per month and it will allow you to make calls ONLY if you want at a flat per call fee.I am not sure what that per call fee is but you would only be charged if you MADE a call from that phone. The best part is, you can receive unlimited calls at no extra charge and only pay the flat rate per month for the service. What%26#39;s good about this is, IF you should have an emergency and you didn%26#39;t have another means of calling.like your cellphone was broken or lost etc., you could still make phone calls if you HAD to. I hope this helps as it%26#39;s a great plan for people who don%26#39;t really need to make outgoing calls on their landline, as it%26#39;s a lot less expensive for them. AT%26T has a basic plan which you can take... its either $3.95 or $4.95 a month... if you would like to make calls it only costs 1cent per minute... its basically for people who need a phone line only for DSL... I think it should work for you since you only want to receive calls i have seen phones that did not have a dial pad.. i am unsure where these were purchased.. but i have also seen devices that connect to the line cord, and lock, which prevents outgoing phone calls..
you can also request a pin for outgoing calls from your phone provider... although i am unsure if any of the CLECs or resellers will provide you with this, verizon usuallay does this for people who have a problem with thieft of service.. but they do not like to normallay put this feature on the line... as a tech, i have had a hard time in the past tring to get this feature added to customers who i believed had possible thieft of service issues...
