It doesn%26#39;t sound right, especially if your landlord told you it was free. Check your lease to see which utilities are included. while i can not answer your question relating to the UK, i can answer the question with the information for the US, most likely it applies to where you live also...
while your home or apartment may have been prewired by the landlord, or contractor, the phone company still needs to come out to connect your wiring to there phone terminal outside of your home, since you are the first person moving into that apartment, they can not turn your line on from the office, as the contractor, nor landlord has access to touch the telephone companys terminals outside your home, or in some buildings inside the basement... and therefore, the phone company must send a tech to connect your wiring to the wiring inside the terminal...
the phone company will charge you a installation charge, regardless if a tech needs to come out, or if it can be done from the office... perhaps, some companies may waive this fee, or some companies may not charge this fee, but since the information that you provided sounds like a tech will need to come out to do work to turn your service on, i highly doubt that they will waive the fee for you... actually if you live in a bldg that the prewire has been connected to its own connection block and requires a network terminating wire(ntw) to connect the phone equipt to the bldg prewire, and can be toned back from the jack, they will run the ntw for free..this is in california...also in california..landlords/property management co%26#39;s are resp. to provide and maintain 1 working jack in a residence...see assembly 101..it%26#39;s the law
