If someone calls you on a blocked number how can you unblock it 2 figure out who called you? Is there a way?

you can not...
you put this question on the land lines section... not the cell section...
with a land line you can activate ACR by dialing *77, then people need to unblock there number before calling you... I do not believe that cell companies have this feature... but check with your carrier to see if they have something similar to ACR...
