ROH... you have a receiver off hook trouble... this can either be a defective phone, or a phone that is actually off hook...
start to unplug things one at a time...
I would start with any fax/modem/satellite receivers that are connected to dial tone, as the electronics are usually more sensitive to surges on the line... once you have unplugged each thing connected to dial tone.. you should have hopefully found the cause of this problem...
IF a cordless phone caused this problem SOMETIMES unplugging the power cord for a few minutes will "reset" the phone and eliminate the problem... otherwise the phone is completely done for... i%26#39;d guess that the internet connection is using the line. If you should have seperate phone and internet call the phone company. I have AT%26T Yahoo High Speed Internet and I never had this problem. My mom said it%26#39;s because we can%26#39;t make the long distance calls anymore so we have to use our cell phone. Why don%26#39;t you try to get off the internet and see what happens? Or try a different phone or maybe contact your internet service provider or the phone company?
